Summoner gets Half MP, but White Mage's Turbo MP is clearly superior at higher levels. I've never really used Half MP much, sticking to Magic Pow+ at lower levels and Turbo MP endgame.

Turbo MP powers up Magic more and also increases accuracy, therefore it's better. The problem is that it also doubles MP and, depending on the spells you use, you may not afford it early in the game.
