| if you have at least one ecomomic city and one military city you can be. In fact that is what I am. I use my trade routes to help fund my war effort. |

| Either conquer an ecomonic city or buy a military city and when it asks you if you want to change the city simply say no. |

| Yes. Either you go into war with them and make them surrender to you, give them tons of money, or preach to the city so they follow your beliefs of religion. But each city is your own creature living in it, just seperate colonies. |

| In the Civilization and Space stages you have a free zoning camera. So while you can't look directly into the actual buildings of the city, you can see the plaza/the outside area, and also citizen versions of your species wandering around and making it look rich and detailed, that will scream and run around under attack and watch space ship launches and other such rubbish etc. etc. |
