There is nothing amazing to not believe. It is just steam reforming. google search: steam reforming. google search: fuel reformer. They work great and auto and oil companies own many patents but they won't sell a car with them.

It does not work on lawn mowers, but only in cars. This is because whenever the car engine runs, it is constantly hooked up to the generator to produce electricity, regardless of the need of electricity. The water fuel technology ingeniously use the spare electricity to undergo electrolysis. That's why you have better mileage.

If you are using electrolysis, you get the same amount of energy transfered out, as you put in; not all of this is wanted, so you really get less usable energy back than you pt in. So, it looks nice and does nothing productive.
