It's from the movie "Downfall" about Hitlers last days in the war. If I remember correctly in this scene he's being informed that the Russians have got past the defenses around Berlin and are closing in on the bunker. Great movie I highly recommend it. This scene is hilarious, loved the PS3 and mario part.
