The bombs have a certain blast radius. With repeated tries (through reloading savestates) one can get within one pixel outside of this radius, and not get hit.

Download the emulator and the TAS file, and watch it for yourself. The emulator has no code to automatically change the game in any way, and the TAS file contains just the keypresses.

For a TAS, no ingame cheats are to be used, and modifying the game's memory (e.g. PAR/GG codes) is not allowed. That's about as far as the rules go; the rest are guidelines (see tinyurl[dot]com/yqt32t).

Another case in which sufficiently advanced knowledge is mistaken for cheating. *sigh* Maybe you should read the video description & the linked pages... TAS authors use only the game mechanics and maybe *glitches*, but no cheating of any kind.
