No, the sex pistols certainly were not the first punk band. Great as they were, they were fashioned on an existing model that was emerging, coming from the New York bar CBGBs and from the avant garde end of the UK music scene.
Perhaps you're confused because the much of the Pistol's 'look' spawned what we might perceive to be the stereotypical fashion of punks.

What are you on about?It aint just about the music,it was about attitude.None of the New York bands had that.Punk started with attitude and that was what The Sex Pistols had.They adopted the sound yes but they were the first punk band.

Trashy clothes and safety pins weren`t really a `fashion`.It was Lydon wearing (who came from a council estate) old clothes when he couldn`t afford anything better.Safety pins closed holes.But it did set a trend.

Get over the Sex Pistols worship. They had a vitality in the punk movement because they 'scared' people and were nihilistic enough to just go out and beat the shit out of themselves onstage/destroy people's expectations. On the same token..they were a manufactured band by a guy who ran a fucking clothing store, who wanted nothing more than to create a new sensation. And the whole Pistols reunion? What the fuck was that all about?!

Stylistically, this band mainly and a few others in the punk/new wave movement were prototypical for the entire power pop/punk trio format. It's Green Day that nods to The Jam. Good observation.
