Well he was originally hired to sing Paul's parts while Paul lip synced on stage. Listen to Richard sing in "Can't Get Next to You," the voices are virtually identical.

Yes Richard did sing on the song.Paul recorded one song on the Solid Rock album which was the remake of Its Summer!That was his last studio recorded song with them.Richard help complete the album(steppin in again)and the rest is History!!
