After all these years, I finally figured it out. The real purpose of Nimoy turning off the radio, and the girls turning it back on, is to create a moment of silence and make the video soundtrack unusable as a bootleg.
Any time in a music video you hear a moment of silence, or talking/noise over the music, that's probably what's going on.
