Could you point me to the citation in the book? Because I don't remember there being an incantation to 'turn off' the Cruciatus Curse. I was under the impression that it ceased when the caster did not wish to cause pain to the victim.

I would be more quick to call it a false rumor spread by someone who hasn't read the books. Voldemort didn't scream in the book like he does here. I suppose they added that to have a more dramatic image. It is quite plain what he means by "touch". Which is obviously more than just physically. He meant being able to kill him as well.

I thought the graveyard scene in goblet of fire really ruined the character. He looked really weird and when he was 'torturing' harry, Voldemort yelling was just really weird and didn't make him seem nearly as 'evil' as he should of been :(
