Hm... I don't think it's a cheat... I think it's a legitimate part of the game... like, a bonus...
they are played by the character... while they're fighting all of the heroes, played by the computer...

This is from OG1, Ryusei's route, Scenario 40 "Insect Cage" where you fight evil fakes of all the lead characters. The playing as boss characters is a cheat.

The game you are seeing is OGs, a combination of OG1 OG2 and OG gaiden. he just meant to access the stage, you need to take the ryuusei route like it was on OG1
