I'm guessing it's for sound effects as I'm not that familiar with that particular game theme but the timing really didn't sound that difficult to play for me

It's called "On That Day 5 Years Ago" -- it was used at several parts in the game, first though, when Cloud was telling the story of Sepheroth in Nibelheim (the first town reached outside of Midgar). It was used again during flashbacks, and I think during a time when Vincent was telling his story -- but all the same... usually during flashbacks.
