This can be done in PHOTOSHOP using "Vanishing point" filter, then brought into After effects where you add a 3D camera and move amoungest the image.

This is incredible. Honestly very very cool... the depth is so realistic. it makes you wonder if cameras and software in the future can take advantage of this and create 3demension pictures from the get go.

This method of converting 2D to 3D relies on motion, in this case, a camera moving. To stop this video is to lose the 3D effect.
Where the new information in the image comes from, I don't know.

images have been separated in maybe PS.., rescaled and then as you say.., the camera movement ives the illusion of parallax.., but you will need something like after effects and apply the separated images onto different layers
