The Maples are jealous of the Oaks and their ability to grow tall. The Maples don't have the ability to grow tall, so in order to make everyone equal, they make a law outlawing the Oaks from growing taller.
The Oaks are being held back in order to make everyone equal. They aren't being allowed to reach their full potential. In order to ensure the Oaks don't grow, they threaten the Oaks with death. "The trees are all kept equal, by hatchet, axe, and saw" PS: Rush is awesome!

And of course, the oaks and maples are an allegory for people. Imagine a future where, to keep everyone equal, people who are smarter or stronger are "demoted" to keep in step with their peers. The intelligent have buzzer implanted in their ears to break their concentration every time they form a coherent thought, the strong are forced to stop exercising before they become stronger than everyone else.
