First of all, its supposed to be a stereotypical accent so that those who aren't Australian or English can recognize it. Second of all the setting of this video should be a bit of a giveaway. Thirdly, anybody whose played the game knows one of his taunts is "I'm a dinkum Aussie, not some bloody cartoon character!" Fourthly, if you want to inquire more, email Valve, I'm sure they'll tell you he's Australian.
