It's always provoked before it considers a response. I can think of many times Israel was attacked and Israel sat on her hands and just took it. We as Americans are grateful we have a friend in Israel. She is the only true democratic state in the region. I only hope she lives forever but with nut jobs from other places constantly jealous of a little plot of land with NO OIL time will only tell.
