The reason this track is called Baltimore probably has to do with how Baltimore was nation-wide famous in the early-mid 90s for its raves. Around that time "hardcore" was huge. This song has major elements of "hardcore" in it. D
B in fact largely came out of "hardcore". But this track particularly features synth-sounds of the style.

He wrote this tune while on a flight to Baltimore, MD to play a show there. Hence the name "Baltimore". He mentioned this a few years ago when this was a popular dub. Tech Itch + Dylan remix is a lot better imo. Both good, though.
