One of Bush's unpopularity points is how he handled Katrina. To boost his (
McCain's) approval rating he needed a proper disaster e.g. if the hurricane were as bad as Katrina with broken levees
his heroic response was organized evacuation, national guard etc News outlets were trumpeting his disaster response, but the hurricane ended up a Cat2/Cat1 and there was only minor flooding and missing tiles. Of course that disappoints news pundits who are busily promoting the neocons behind the scenes

dingoprairie: I sort of agree but I think the Republicans have so much damage to their reputations that I don't think they really wanted to take the risk of it being a CAT 4. Becuase even if they swooped in to help ASAP the levies breaking would only make the agencies look bad that should have taken better precautions. Thus the current admin would be blamed.
