The reason the ICE is not replaced is that during the day you need to recharge batteries. The 'best' way is with an on-board electric production device. Very large HEV's are best in start--stop environments. 'Off-the-line quickly, to speed, apply brake: the regenerative braking system recharges the batteries. (think of something like 80 car batteries connected together, in series) The ICE employed in the most advanced systems today use a micro-turbine which runs off a number of different fuels.
